The candidate has not willingly disclosed false information or willingly excluded pertinent information on the application.

The candidate has premises in the state from which he or she wishes to attain their licensure or will have such a premises in a acceptable amount of time, OR in the case of a collector, premises in the state in which he or she intends to run the collecting or will have such a premises in a fair amount of time.

Lastly, the candidate must be able to certify that he or she will stick to all federal, state, and local laws.
